The membership of the City Planning Commission shall be as provided in Article V, Section 6, of the City Charter, i.e. the Mayor, one member of the Council to be appointed by the Council, and three citizens of the City not holding other Municipal office, appointed by the Mayor. The Council appointment shall be made at the organizational meeting of Council in January. If the Council appointee is unable to be present at a meeting, the Vice-Mayor may appoint a replacement from Council for that meeting only, and the replacement may vote on any matter on which the absent member is authorized to vote. Appointments of the citizen members shall be made for a period of six years commencing with the expiration of existing terms. A vacancy occurring during the term of any member of the City Planning Commission shall be filled for the unexpired term in the manner authorized for the original appointment.
