The Chief of Police, or any member of the Police Department who may be performing the duties of jailer, is hereby authorized and directed to expend a sum not to exceed twenty-five dollars ($25.00) per day for each prisoner held in the City Jail during such day, or a lesser amount for a part of such day as determined necessary by the Chief of Police or his or her nominee to provide nourishment for such prisoner.
