951.03 MANAGEMENT AND SUPERVISION OF SERVICE.
   It shall be the duty of the Director to manage and supervise the collection of garbage and rubbish from residences, schools and nonprofit organizations within the City. Collections shall be made at such periods as may be prescribed by rules of the Department of Service under the supervision of the Director. The Director shall also manage and supervise the hauling and disposal of such garbage and rubbish to disposal plants or landfills, subject to the approval of the Mayor and Council and shall, likewise, manage and supervise the operation of such plants or landfills as the City may own for the disposal of garbage or rubbish.
