951.02 RULES AND REGULATIONS.
   The Mayor shall, subject to the approval of Council, make rules and regulations for the collection and disposal of garbage and rubbish within the City. The following regulations are in codified form for which the penalty of Section 951.99 is applicable.
   (a)    Garbage, rubbish, recyclables and yard waste shall not be placed on the tree lawn or curb before 5:00 p.m. on the day prior to collection day, and not later than 7:00 a.m. of collection day. When holidays change a regular collection day, garbage and rubbish shall be placed for pickup on the next working day. When equipment breakdown or weather conditions delay pickup, garbage and rubbish may remain on the tree lawn for pickup on the following working day.
   (b)   All empty containers must be removed from the tree lawn the day rubbish is collected.
   (c)   Containers shall be City issued automated collection carts or approved containers.
   (d)   All leaves, grass and other organic yard waste shall be placed in approved paper (biodegradable) yard waste disposal bags. While the fall leaf pickup program is in progress, leaves may be placed on the tree lawn. Placing or burning of leaves in the street gutter at any time is prohibited.
   (e)   Large cardboard boxes must be collapsed and should be placed in recycling containers. If the recycling container is full, additional cardboard must be collapsed and tied in bundles weighing not more than forty pounds and not more than four feet in length and placed next to the recycling container.
   (f)   Newspapers and magazines must be placed in a recycling container.
   (g)   Lumber, tree and hedge trimmings must be cut and bundled so that bundles are not longer than four feet or greater than eighteen inches in diameter and not to exceed forty pounds. Larger branches (up to 6" inches truck diameter) must be stacked neatly on the treelawn for collection on the normal day of pick up.
   (h)   Private contractors performing any repair or construction work in the City are required to dispose of any rubbish generated by their activities. Residents are also required to make their own arrangements for disposal of any toxic or hazardous waste materials.
   (i)   All grass clippings, hedges, shrubs, weeds and similar yard waste must be disposed of by one of the following methods:
      (1)   Allow the clippings to remain on the lawn;
      (2)   Compost shall be within one's own property using proper composting methods;
      (3)   Bag all such yard waste in bags designated by the City for such use, according to the rules and regulations of the City, as authorized by this section, for curbside pick-up or delivery to the City service yard for disposal according to City regulations;
   The bags referred to in paragraph (i)(3) hereof shall be biodegradable paper bags.
