927.02 STREET LIGHTING ASSESSMENTS.
   (a)   The Director of Finance shall cause the charges and assessments to be made as hereinafter provided for all streets in the City which are lighted with electric lights for the tax years 1993, 1994 and 1995 for collection in the years 1994, 1995 and 1996. The Director of Service shall certify to the Director of Finance, as he or she may require, a list of streets in the City which have no lights prior to the time that the assessments herein provided for are certified to the County Auditor as provided in subsection (d) hereof.
   (b)   The cost and expense of such lighting shall be assessed upon the property abutting upon such streets, public roads or parts thereof, served by such lighting, excluding, however, 100 feet of side yards or side properties measured from an intersecting street.
   (c)   Such assessments are fixed on the above named streets and roads and portions thereof at the rate of thirty-two cents (32¢) per linear foot per year for single-family residences, two-family residences and church and school properties abutting upon such streets, roads or portions thereof and served by such lights.
   (d)   Underground fed street lighting for single-family residences and two-family residences abutting upon such streets, roads or portions thereof and served by such lights shall be assessed at the rate of seventy-eight cents (78¢) per linear foot, except for those properties abutting on Acacia Park Drive, which shall be assessed at the same rate as commercial property. Such rate shall be an annual charge.
   (e)   Such assessments are fixed at the rate of two dollars and seventy cents ($2.70) per linear foot per year for commercial and all other types of property abutting upon such streets, roads or portions thereof and served by such lights, unless otherwise herein provided for.
   (f)   The assessment charge against each sublot or parcel of land shall be certified by the Clerk of Council to the County Auditor as provided by law. The County Auditor shall place such charge on the tax duplicate and collect the same as other taxes.
