(a) The City, in the construction, reconstruction and maintenance of City structures, shall have prior right in or over the streets or public grounds and may require the removal, relocation, reconstruction or support of the structures of any company. In such cases, the entire cost of such removal, relocation, construction or support shall be borne by the company.
(b) The City, if deemed necessary and in the public interest, may require the removal, relocation, reconstruction or support of the structures of any company for the purpose of permitting the construction, reconstruction or maintenance of the structures of a second company and the cost thereof shall be borne by the second company. However, if it is determined that the structures of the prior company were constructed without authorization or permit of the City, are not located substantially in accordance with the plans filed therefor, occupy an unnecessary or unreasonable proportion of the space available, or for other just and reasonable cause, the City may require that the cost of such removal, relocation, reconstruction or support shall be borne all or in part by such prior company.
