No person, firm or corporation shall operate or cause to be operated any sound amplifying device other than warning signals, mounted upon any vehicle propelled over the streets and highways of the City, stationed thereon or so close thereto as to obstruct, annoy or disturb persons upon the streets, highways or public places, unless first duly licensed as hereinafter provided.
