(a) All secondhand dealers shall keep a bound book with pages numbered in sequence in which shall be written legibly in the English language the following:
(1) The date and time when the purchase, exchange or receipt of the secondhand article occurred;
(2) A complete description of the secondhand article, including the serial number, the manufacturer's trade name, model name or number, if available, and any identifying inscription or marks contained on the item;
(3) The name and address of the person from whom the item was purchased and his or her driver's license number or identification number from a card issued under Ohio R.C. 4507.50 to 4507.52 and the number and type and issuing company of one additional card typically used for identification purposes in financial transactions;
(4) The consideration received by the seller for the secondhand article.
(b) All such books shall be open to the inspection of any member of the Police Department of the City when duly authorized by the Chief of Police.
