(a) Any person who desires to peddle or solicit shall register in a registration book, provided for that purpose in the Police Department, his or her name and address, the name and address of the person whom he or she represents, the names and addresses of at least two references as to his or her moral character, honesty and integrity, a brief description of the nature of the business in which he or she is engaged and the kinds of goods or property to be peddled or solicited for.
(b) No person shall be registered unless he or she first exhibits a valid license for peddling or soliciting, or a clearance from the Director of Finance stating that no license is required.
(c) Such registration shall be valid for a period of one year and such person must register at the end of each year period.
(d) Evidence of compliance with the provisions of this section shall be endorsed on each license by the Chief of Police, or, if no license is required, the Chief of Police shall issue a certificate of registration in lieu of such endorsement.
(e) Peddlers and solicitors calling door to door or house to house shall furnish their fingerprints and thumbprints to the Police Department.
