753.01 OPERATION OF BUSINESS OUT-OF-DOORS WITH LIGHTS, BELLS AND EXPOSURE TO TRANSIENT PASS-THROUGH TRAFFIC.
   (a)   No business operation within the City of Lyndhurst whose business is conducted largely out-of-doors with lights, bells and exposure to transient pass-through traffic suggesting police surveillance during the night season shall be operated between the hours of 11:00 p.m. and 7:00 a.m. of the following day. Any business operation in actual operation on the effective date of this section and carrying on an activity prohibited by this section may continue but not increase any such activity and once such activity is discontinued, such activity may not be resumed.
   (b)   The Building Commissioner shall have authority to enforce this section and shall hear all requests for relief from its effects. Any appeal from the decision of the Building Commissioner shall be to the Board of Zoning Appeals as provided in Section 1154.06 of these Codified Ordinances, and any relief may be considered under the provisions of such section.
