(a) Duration and Frequency. Duration and frequency shall be for periods not to exceed three days and not oftener than every six months. A garage sale may be conducted on the premises of single-family or two-family dwellings only. Frequency may be increased for good cause shown, at the discretion of the Mayor, e.g. moving from the residence.
(b) Hours of Operation. Such sales may be conducted between the hours of 9:00 a.m. and 5:00 p.m., existing local time, and 12:00 noon to 5:00 p.m. on Sundays and holidays, as set forth in Section 159.10, exclusive of Good Friday.
(c) Sale Merchandise. Only household goods and personal effects are authorized to be sold. It is a condition of the granting of the license that a sufficient description of the property to be sold be set forth in the application for the license. If there is any question on the part of the licensing authority regarding the source of the merchandise to be sold, he or she shall cause an investigation to be made of the property to be sold before issuing the license. Only property contemplated in Section 729.01 shall be described and offered for sale.
(d) Display of Merchandise. Merchandise may be displayed only during the permitted hours of sale and not in front of the dwelling or the extension of the line thereof to the sidelines of the property (or the building setback line) where the sale is being conducted.
(e) Advertising Upon the Premises. During the permitted times of sale, a double- faced sign, each face not to exceed six square feet, but with neither dimension greater than three feet, is permitted on the premises where the sale is being conducted.
(f) Violations. No sale may be conducted upon the premises unless a license has been issued therefor as required by this chapter. Any activity in violation of any of the provisions of this chapter conducted upon the premises without a license is a violation of this chapter. A person actually engaging in such activity or the owner or person in control of the premises shall be deemed a violator of this chapter in the event of a violation of any of the provisions of this chapter.
