707.09 TRANSFER OF LICENSES.

No transfer of a license under this chapter, either as to person or place, shall be permitted except with the consent of the Mayor, whose consent shall be endorsed upon the license. Any applicant applying for a transfer shall comply with all of the provisions of this chapter.
