(a) No person under the age of eighteen years shall buy, own, possess or use any sling shot, air rifle, bow and arrow, blow gun or other contrivance for throwing stones, pebbles, spears, arrows or other missiles, and no parent or guardian of an infant under the age of eighteen years shall permit or allow such infant to violate the provisions of this section, and any such person, parent or guardian who violates or permits the violation of this section shall be guilty of a misdemeanor, except that the Mayor or, in his or her absence, the Police Chief, may issue a permit for demonstrations of skill if conducted under the supervision of organizations approved by them or the Police Department.
Any police officer who finds any minor violating the provisions of this section is hereby authorized to take possession of such weapons and to retain the same until such time as the parent or guardian of such minor makes application therefor to the Chief of Police.
(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree. Minors in violation of this section shall be dealt with in accordance with Juvenile Court law and procedure.
