(a) Smoking is hereby prohibited in all buildings owned by the City, including, but not limited to, conference rooms, chambers, places of public assembly in which public business is conducted, and any and all common areas within such buildings such as hallways, restrooms and office space.
(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
