648.17 UNLAWFUL CONGREGATION ON SIDEWALKS, PUBLIC GROUNDS.
   (a)   No person shall congregate with others on a sidewalk or street corner, or within a park or public ground, with intent to provoke a breach of the peace, or whereby a breach of the peace may be occasioned by the serious annoyance to pedestrians or by threatening, insulting or abusive conduct to them, and refuse to move on when ordered by a police officer.
   (b)   No person shall engage in business on a public street or sidewalk or solicit funds for any purpose, except bona fide charitable organizations when permitted upon application to the Director of Safety.
   (c)   No pedestrian, loiterer or other person shall intentionally block a public sidewalk or a public park pathway to users thereof, or so congregate thereon as to constitute a nuisance to the users.
   (d)   No pedestrian, loiterer or other person shall intentionally block ways and entries to or congregate on private property in the nonresidential districts of the City (as provided in the Zoning Code) where business is conducted or services rendered and an invitation to enter is made to members of the public, express or implied, for such purposes. No person shall interfere with the intended use of parking lots adjacent to such a business or part of the same property where the business is located. It shall be prima-facie evidence of such intent when such person continues to loiter or block passage or when such person remains after being requested by a police officer to move on.

   (e)   No person shall willfully or knowingly block the passage of another person upon a public sidewalk in the City. It shall be prima-facie evidence of such violator's intent if he or she is requested to make way and refuses to comply.

   (f)   Whoever violates any of the provisions of this section is guilty of a misdemeanor of the fourth degree.
