(a) The Director of Safety is hereby authorized to cause signs to be posted within 1,000 feet of the boundaries of all schools in the City by the beginning of the school year in the fall of 1992, identifying the area in which drug offenders are subject to increased criminal penalties as provided in Amended Substitute House Bill No. 215 and this chapter. Maps showing the 1,000-foot boundaries around each school shall be furnished to all City law enforcement officers.
(b) The Director of Safety is hereby ordered to report to the Council, within six months of the posting of the signs pursuant to division (a) hereof, the following information:
(1) The cost of the signs and the manpower necessary to post the signs;
(2) Any difficulties encountered in posting the signs; and
(3) Any evidence of the effect of the signs on drug activity in the schools where the signs are posted.
(c) The Director of Safety is hereby authorized to pay the costs of purchasing and posting of such signs with such funds as may be appropriated from the Law Enforcement Trust Fund for that purpose, as may be permitted by law.
(d) The Director of Safety is hereby authorized to cooperate with representatives of the City of South Euclid and the South Euclid-Lyndhurst School District as may be necessary to carry out the intent and purpose of this section.
(e) The Director of Safety and the Chief of Police are hereby directed to take all necessary steps to increase efforts to enforce the drug laws around schools in the City and to subject drug offenders to the increased penalties for these offenses.
