(a) No person distributing handbills, circulars or other advertisements, shall ring the door bell, sound the door knocker or otherwise call the inmate or inmates of any residence to the door for the purpose of receiving such handbill, circular or other advertisement which he or she or any person with him or her may be distributing.
(b) No person shall hire any other person to distribute any handbill, circular or other advertisement, contrary to the provisions of division (a) hereof.

(c) No person shall place or otherwise attach any handbill, circular or other advertisement in or upon any motor vehicle. The owner of such motor vehicle may allow such advertising if the vehicle is upon the property of such owner.
(d) Whoever violates any of the provisions of this section is guilty of a misdemeanor of the fourth degree.
