452.15    PARKING AND OPERATING VEHICLES IN MUNICIPAL OFF-STREET PARKING LOTS.
   The following regulations shall apply to the parking and operating of vehicles in each off-street parking lot operated by the City:
   (a)   The Director of Service is hereby authorized and directed to designate spaces in such lot within which vehicles are to be parked, which designation shall be by lines marked upon the surface of such parking lot, or by signs, markers or otherwise. A sign shall indicate the requirement of parking in the spaces as provided for in the next paragraph and that failing to do so constitutes a violation of this section.
   When such parking spaces have been designated, no person shall park any vehicle in any portion of such parking lot except entirely within one of such parking spaces, or in such manner as to occupy more than one of such parking spaces, obstruct the passage of any vehicle to or from any one of such parking spaces or block the driveways to or from such spaces or the lot itself.

   (b)   The Director of Service may restrict the use of any of such parking spaces to such extent and for such times as he or she may find necessary for the removal of snow or the performance of any maintenance with reference to such lot or any part thereof. Notice of any such restriction shall be given by signs or by personal warning to operators of vehicles. No person shall park any vehicle, nor cause or knowingly permit any vehicle within his or her control to remain parked, in any such restricted space at any time during the period of such restriction.
   (c)   No person shall park, nor cause or knowingly permit any vehicle within his or her control to be parked, or to remain parked, upon such parking lot for more than 24 consecutive hours between 12:01 a.m. on any Monday and 12:01 a.m. on the next succeeding Saturday, nor for any time between the hours of 3:00 a.m. and 6:00 a.m. on any day from November 1 to May 1, inclusive.
   (d)   The Director of Service may designate spaces in each lot for parking of cars of operators and employees of business establishments or offices located in the vicinity of such lot. When such designation has been made, no such operator or employee shall park any vehicle, or cause or knowingly permit any vehicle under his or her control to be or remain parked, on any part of such parking lot except within one of such designated operator's or employee's parking spaces.
   (e)   No person shall operate any vehicle on any of such parking lots at a speed in excess of 20 miles per hour, or without due regard for the safety and rights of pedestrians and drivers and occupants of all other vehicles upon such parking lot.
   (f)   The Director of Service may cause to be moved to any other location upon such parking lot any vehicle which is so parked as to prevent or impede the removal of snow or any work of maintenance with respect to such lot, which removal shall be at the risk and expense of the owner of such vehicle.
