The town council, after receipt of the report and recommendation from the planning and zoning commission, shall hold at least one public hearing and/or review the proceedings from the public hearing held by the planning and zoning commission, and shall thereafter proceed by its action on the report and recommendation, as provided by applicable Wyoming Statutes, and all zone changes or zoning of all unzoned areas shall be by resolution duly adopted by the town council.
