All off street parking spaces, whether in a garage or open area, shall be so located as to be accessible and usable for parking of motor vehicles without encroachment on public thoroughfares. Common parking facilities may be provided in lieu of individual requirements, provided the common parking facilities have a total number of parking spaces not less than the total number of individual requirements of the zone in which they are located.
