2-1-6: MASTER PLAN:
   A.   Preparation: It shall be the function and duty of the planning and zoning commission, after holding public hearings, to make and adopt and certify to the town council a master plan for the physical development of the town. In preparation of the master plan, the commission shall make careful and comprehensive surveys and studies of the existing conditions and probable future growth of the town and its environs. The plan shall be made with the general purpose of guiding and accomplishing a coordinated and harmonious development of the town which will, in accordance with existing and future needs, best promote public health, safety, morals, convenience, prosperity, and the general welfare, as well as efficiency and economy in the process of development.
   B.   Contents: The master plan, with the accompanying maps, plats, charts and descriptive and explanatory matter, shall show the commission's recommendations for the physical development of the town, and may include, among other things, the general location, character, and extent of streets, bridges, parks, waterways, playgrounds, public buildings and public utilities, and a zoning plan for the regulation of the height, area, location and use of public and private structures and premises and of population density. The commission may from time to time amend, extend or add to the plan or carry any part or subject matter into greater details. (1987 Code § 2.32.040)
