This title is adopted to promote the public health, safety, comfort, morals and general welfare of the town by:
A. Encouraging and facilitating orderly growth and development in accordance with standards deemed beneficial to the interest and general welfare of the people.
B. Establishing population densities to reduce congestion and to secure economy in the cost of providing water supply and sewage systems, streets and highways, fire and police protection, schools, parks and recreation facilities.
C. Securing safety from fire, floods and other dangers.
D. Preventing overcrowding of land or buildings, avoiding undue concentrations of population, and fostering industry and agriculture in appropriate locations.
E. Conserving the value of buildings and enhancing the value of land throughout the town. (1987 Code § 17.04.010)
