A. Design: This title is designed to promote the public health, safety, morals and general welfare in the incorporated areas of the town by:
1. Providing for the orderly subdivision of property into lots, sites or tracts that are established by standards including minimum width and depth;
2. Encouraging proper arrangements of streets, roads, alleys, rights of way and easements in relation to existing or planned public access patterns;
3. Ensuring that subdivision developments conform to the comprehensive plan for area control and development;
4. Protecting the environment;
5. Providing for adequate and convenient open spaces;
6. Providing for community use facilities; and
7. Regulating such other matters as the planning and zoning commission and town council deem necessary in order to protect the best interests of the public.
B. Purposes: This title, by its nature, will also serve the following specific purposes:
1. Each subdivider will know in advance what general subdivision design is expected, will be able to use established principles of development for his subdivision and will know what improvements will be necessary.
2. Adjoining landowners should have assurance that at a later date their property can be subdivided without conflict with present plats and should be protected against poor practices which would destroy values along their property boundaries.
3. Future property owners should be able to purchase sites in newly subdivided areas with the knowledge that legal descriptions are accurate and that desirable features have been used in the subdivisions.
4. All taxpayers should save money by coordinated, logical street right of way and utility extensions, and by assurance that improvements are made to specified standards, and should be able to secure necessary land for public purposes in advance of high values. (1987 Code § 16.04.010)
