All water service permits shall be issued in the name of the owner of the premises and the owner of the premises shall be primarily responsible for the payment of all water service charges, notwithstanding any other agreement between the owner and occupant thereof. All unpaid and delinquent water service charges shall constitute a lien against the premises and the same may be collected by civil action against the owners or by foreclosure of the lien against the premises.
