In the event a person not the owner of property receiving water service from the town shall be the party receiving the billings for the water service, said party shall pay to the town a security deposit in the amount of one hundred fifty dollars ($150.00) ($250.00 for accounts previously delinquent and not paid), which deposit shall be refunded at the time water service is discontinued to the property, if at the time of discontinuance of service all amounts due to the town are paid in full. An affidavit from the property owner must be presented to the town clerk stating the property owner's acceptance of responsibility for delinquent charges owed the town greater than the amount of the security deposit.
