To the extent that the international building code requires actions by a licensed building inspector, such requirements are to be met pursuant to chapter 7 of this title. Additionally, the director of public works may require that any inspection be conducted pursuant to the international building code by a neutral licensed building inspector at the builder's or owner's expense.
