The Chief of Police is authorized to temporarily close any street, alley or public way or portion thereof, while such street, alley or public way is undergoing construction, alteration or repair or being involved in special work. In closing such street, alley or public way, the Chief of Police shall cause to be erected appropriate barricades, signs and warnings sufficient to fairly apprise the public thereof.
