8-1-7: CELLAR DOORS; SUBTERRANEOUS OPENINGS:

No person shall allow any cellar door, pit, vault or other subterraneous opening on or adjacent to any highway or sidewalk to be left or kept open or in an unsecured condition so that passersby will be in danger of falling into such cellar, pit, vault or other subterraneous opening. (1987 Code § 12.04.070)
