No person shall encroach into or upon any of the sidewalks, streets, or alleys of the Town by erecting or maintaining thereon a pole, post or other structure used in the transmission of electric current by wire, including electric light, telegraph or telephone poles, or attach or maintain upon such poles, posts or other structures any wire for any purpose whatsoever, except in accordance with the rights conferred by the Governing Body.
