When any street in the Town must be excavated, including any Town property, extending from any private property line to another property line, the earth shall be deposited in a manner that will occasion the least inconvenience to the public and provide for the passage of water along the gutters. No person shall make any excavations or dig any hole, drain or ditch in any street or alley within the Town without providing a temporary fence or barricade around the same in order to prevent persons, animals, or vehicles from falling into the same.
