At any time after the adoption of a land use plan for the city, the Planning Commission, for the purpose of carrying out the policies and goals of the land use plan, may, and upon instructions by the Council shall, prepare a proposed ordinance and submit it to the Council with its recommendation for adoption. No zoning ordinance or amendment thereto shall be adopted by the Council until a public hearing has been held thereon by the Planning Commission and/or the Council after a notice similar to that required by § 31.39(B)(1) of this chapter.
