The Commission shall consist of five members. Four members of the Board shall be appointed by the Mayor with the approval of the Council and shall serve for a term of four years; provided that, the initial appointments shall be for terms of one, two, three and four years. The fifth member shall be an Council Member or the Mayor who shall be appointed by the Mayor with the approval of the Council. The Council member will serve at the will and pleasure of the Council for a term of one year, but only while continuing as a member of the Council.
