(A) Establishment and composition. A Cable Television Advisory Board is hereby established. The Board shall be composed of seven members, at least one of whom shall be a member of the Council who shall serve a one-year term and at the will and pleasure of the Council. Other members shall serve staggered three-year terms so that the term of two members expire each year.
(B) Powers and duties. The Cable Television Advisory Board shall make recommendation to the City Council and City Administrator on the conduct, operation and maintenance of the cable television franchise and other functions as are authorized in the cable television franchise ordinance, assigned by the Council or authorized by state and federal law.
