Any existing business or person currently operating a recycling center must obtain a recycling center license within 30 days after the effective date of this subchapter and must comply with all of the provisions contained herein including, but not limited to, the fencing or screening requirements not later than 7-1-1993, and all other reasonable conditions which may be imposed upon the issuing of the initial license and the first renewal thereof by the Council.
