Each recycling center’s license shall be issued on a calendar year basis unless otherwise specified therein. For licenses that are to become effective on other than the first day of the license year, the fee to be paid with the application shall be pro rated based on the number of months or portion thereof remaining in the license year. Licenses shall be valid only at one location and on the premises therein described.
