The City Council hereby finds, determines and declares that the provisions of this subchapter are necessary for the preservation of the public health, safety and welfare of the city and the inhabitants thereof. The owners of any animals which are located or allowed to enter the corporate limits of the city are deemed to have consented to the provisions of this subchapter.
