The Council may, by resolution, establish storm water drainage districts within the city and provide for a unique basic system rate for each district based upon the costs of improving, maintaining and operating the system within the district. Unless the Council, by resolution, specifically orders otherwise, funds collected from one district shall not be used in another district; however, this provision shall not preclude the co-mingling or use of funds for costs deemed to be common and substantially equivalent to all districts, nor temporary loans among districts, nor the pledging of revenues from all district to secure bonds or other indebtedness. All other provisions of this chapter not in conflict with this section shall apply to each district.
