It shall be unlawful for any person to maintain or operate within the city limits any trailer coach park unless that person shall first obtain a license therefor for the permission to so operate any trailer coach park. All trailer coach parks in existence and in operation as such, shall obtain a license, and in all other respects comply fully with the requirements of this chapter.
