The subdivider, having received approval of the preliminary drawing of the proposed subdivision, shall submit a final plat of the subdivision and drawings and specifications of the improvements required therein. The final plat shall have incorporated all changes in the preliminary drawing required by the Village Planning Commission. The final plat shall be prepared by a qualified registered surveyor. The drawing and specifications of the improvements required therein shall be prepared by a qualified professional surveyor registered in the State of Ohio.
