No person, firm, or corporation, proposing to make or have made a subdivision within the territorial limits of these regulations shall enter into any contract for the sale of said subdivision, or any part thereof, or shall proceed with any construction work on the proposed subdivision, including grading, until he or it has obtained from the Planning Commission the tentative approval of the preliminary drawing of the proposed subdivision. The subdivider shall meet with the Village Planning Commission or its designated representative prior to submitting the preliminary drawing. The purpose of this meeting is to discuss early and informally the purpose and effect of these regulations and the criteria and standards contained therein; and to familiarize the subdivider with the Comprehensive Plan, the Major Thoroughfare Plan, the Zoning Ordinance and the drainage, sewerage, and water systems for the Village of Luckey, Ohio.
