The owner of each lot, land, or premise connected to the sanitary or combined sewer system in the Village, or having such connection available. as well as the lessee of such lot, land, or premises, shall be liable to the Village for any charge or fee levied by this chapter. All sewer service charges or fees shall be collected by the Village, which Village shall make and enforce such bylaws, rules and regulations as may be deemed necessary. Any unpaid sewer charges shall be declared a lien on the subject property and shall be submitted to the Wood County Auditor for collection as prescribed by law.
