135.02 POWERS AND DUTIES.
   The Village Administrator shall have the powers, duties, and functions as provided by the laws of the State of Ohio, and in addition shall have the following powers, duties, and functions:
   (a)   The Village Administrator shall be under the general supervision and control of the Mayor.
   (b)   The Village Administrator will also serve as Zoning Inspector to ensure compliance to the zoning ordinance and he/she will also be Street Commissioner.
   (c)   The Village Administrator’s duties are restricted to the administration of business and operational functions of the Luckey sewer and lagoon system and those of the Zoning Inspector and Street Commissioner.
   (d)   The Village Administrator will draft and maintain an accurate record of all residences and businesses in Luckey for billing purposes.
   (e)   Other duties are:
      (1)   To do the billing and to see that the monies are collected pertaining to the sewer system.
      (2)   To confer with Council for Council’s approval before spending over $500.00 for repair or replacement of any part of the sewer system or for any new tools or equipment.
      (3)   To see that Council is kept informed of the condition of any and all parts of the sewer and lagoon system.
      (4)   To make sure that the Fiscal Officer receives the bills for any and all monies spent on the sewer system by the Village Administrator. All bills will be itemized, labor separated from parts, labor rates per hour, parts cost per part. Previously approved legal contracts will not be subject to this requirement.
      (5)   To coordinate and cooperate with the Luckey Maintenance Department or any External Contracting firm hired for the purpose of repairing or replacing any part of the Luckey Sewer systems.
      (6)   The Village Administrator will be responsible for keeping all pumps and other parts of the pumping and lagoon systems in good repair.
      (7)   To do the testing required by the E.P.A. of the lagoon waters.
      (8)   To collect samples of lagoon waters and make these samples available to the testing labs.
      (9)   To keep a dated log of all testing and repair work pertaining to the sewer system.
      (10)   To issue permits for any new or replacement sewer taps.
      (11)   To collect all permit fees before issuing permits and forwarding this money to the Village Clerk/Treasurer.
      (12)   To inspect all sewer taps and building sewer lines that are being added or replaced and make sure they are properly installed.
      (13)   To make sure that no tap permit is issued unless the proposed tap is in compliance with our zoning ordinance.
      (14)   To give to the person purchasing the permit a copy of the Construction Code pertaining to the Luckey sewer system.
      (15)   To set up and maintain a system that will ensure that each septic tank in Luckey will be pumped at least once every five years.
      (16)   To keep records as to the date of each septic tank cleaning.
      (17)   To ensure that within one year of the completion date of the pumping and lagoon system, every underground filter bed, or leaching system will be bypassed.
      (18)   To ensure at the time of the first cleaning of each septic tank that no septic tank is bypassed. This will be done visually by the Village Administrator.
      (19)   The Village Administrator will keep a daily log showing duties performed and present this log to the Chairman of the Luckey Council Sewer Committee on or before the second Council meeting of each month.
      (20)   The Village Administrator will attend each normally scheduled Council meeting and any special meeting requested by Council.
      (21)   The Village Administrator will prepare grant applications and submit them to the proper agency.
      (22)   The Village Administrator will obtain the names of all new residents and property owners and give them to the Tax Commissioner and Clerk/Treasurer.
      (23)   To prepare all correspondence relating to the sewer system and zoning matters.
   (f)   The Village Administrator will perform other duties as assigned by Council or the Mayor.
