331.45 CROSSING CENTER LINE OF STREET TO ENTER PARKING SPACES.
   (a)   In Village streets where diagonal parking is permitted, including but not limited to the 100 and 200 blocks of Main Street comprising the downtown business section of the Village, no person shall operate a vehicle so that the vehicle shall cross the center line of the street to enter a diagonal parking space on the opposite side of the street.
   (b)   Subsection (a) hereof shall not be effective until signs, signals, markings or other devices giving notice of the prohibition contained in subsection (a) hereof, are posted upon or at the entrance to the street or part thereof affected, as may be most appropriate, so that in a proper position they are sufficiently legible to be seen by an ordinarily observant person.
   (c)   Whoever violates subsection (a) hereof is guilty of a minor misdemeanor on a first offense; on a second offense within one (1) year after the first offense such person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one (1) year after the first offense, such person is guilty of a misdemeanor of the third degree.
