The following regulations shall govern the design and layout of blocks:
(a) The arrangement of blocks shall be such as to conform to the street planning criteria set forth in this section, and shall be arranged to accommodate lots and building sites of the size and character required for the district as set forth in the zoning ordinance, and to provide for the required community facilities.
(b) The maximum length of blocks shall generally be 1,320 feet. The Planning Commission may require a crosswalkway at approximately the center of the block in blocks that exceed 900 feet in length.
(c) The width of blocks shall be sufficient to provide for an ultimate development of two (2) tiers of lots between streets and eliminate double frontage lots.
(d) Blocks shall be designed to accommodate lots of a size required by the Village's zoning district and to provide convenient circulation, service, and safety on the boundary streets. Blocks shall be designed so that rear lot lines shall coincide with drainage courses, railroads, and divisions in land uses.
