   (c)   Upon removal by the Township, a written notice shall be sent to the last registered owner and all lien holders of record that the vehicle has been found in violation of this section and impounded by the Township and shall state where the vehicle is being held, and inform the owner and lien holders of their respective rights to reclaim the vehicle within thirty days after the date of the notice, upon payment of all towing and storage charges.  The notice shall state that failure to reclaim the vehicle shall be deemed a consent to the destruction, sale or other disposition of the vehicle.  If not reclaimed in accordance herewith, the Township or its agent, if so authorized by the Township, shall dispose of the vehicle.
