(a) No person shall use or operate any form of welding machine, apparatus or device in any public place, which causes, gives off or emanates sparks or flare from the operation thereof, unless such machine, apparatus or device is equipped with a shield so that any sparks or flare caused from the operation thereof shall not be visible to other persons in the area.
(b) Whoever violates this section is guilty of a minor misdemeanor.
