351.99 PENALTY.
   (a)   Whoever violates any ordinance or regulation pertaining to the prohibition or regulation of parking for which no other penalty is provided, shall be fined twenty five dollars ($25.00) for each violation, and any violator who fails to pay such fine within seventy-two hours after the fine is assessed shall be charged fifty dollars ($50.00). Any violator who fails to pay the fine of fifty dollars ($50.00) within thirty days after the fine is assessed shall be fined the sum of one hundred dollars ($100.00), plus a nonpayment penalty.
   Any vehicle cited for a parking violation may also be towed at the owners expense if in the determination of the citing officer said vehicle poses an impedence to the flow of traffic, a substantial inconvenience to the owner of the property that the vehicle is parked directly in front of, or creates a safety hazard, or has been sitting in violation of this chapter unmoved for a period exceeding twenty-four (24) hours.
   (b)    Whoever parks in a designated handicapped parking area without the appropriate unexpired placard for which no other penalty is specifically provided is guilty of an unclassified misdemeanor and shall be fined two hundred fifty dollars ($250.00) for each violation, and any violator who fails to pay such fine within seventy-two hours after the fine is assessed shall be fined five hundred dollars ($500.00). Any violator who fails to pay such fine within thirty days after the fine is assessed shall be fined one thousand dollars ($1000.00), plus a nonpayment penalty.
   (c)    Whoever fails to pay parking fines within thirty days after the fines are assessed
shall be charged a nonpayment penalty of twenty-five dollars ($25.00) in addition to the fine.
   (d)    The fines and penalties provided for in this section are in addition to any action or measure specifically authorized by law.
