(a) Each full-time, permanent, regular member of the Police Department shall be entitled to an annual police clothing allowance in the sum of seven hundred dollars ($700.00) per year.
(b) In those instances where the position of Village Marshall is an interim, part-time Marshall, said officer shall be entitled to a clothing allowance in the sum of seven hundred dollars ($700.00) per year. In this instance, the clothing allowance shall be paid in two semi-annual payments of three hundred and fifty ($350.00). Said payments shall be made by the end of the first month of service for each six month appointment.
(c) Part-time policemen who have worked one hundred sixty five (165) hours per year or less as a policemen in the Village shall receive a clothing allowance in the sum of seventy five dollars (75.00) per year.
(d) Part-Time permanent policemen who are working over one hundred sixty five (165) hours per year as a policeman in the Village of Lowellville shall receive an annual clothing allowance in the sum of two hundred fifty dollars ($250.00) per year.
(e) It is further provided that the Village Clerk-Treasurer shall pay the allowances mentioned in subsection (a) hereof to full-time Village Police Officers on or before the 31st day of January. The clothing allowance shall not be accumulative, and it is hereby declared to be mandatory that the clothing allowance be used in its entirety for department authorized uniforms and/or uniform accessories.
