913.12  WASTEWATER TREATMENT FEES.
   (a)   High Strength Waste Streams.
      (1)   Each person, firm, or corporation whose premises are served by a sewer connection which discharges sanitary sewage, industrial wastes, water or other liquids (other than normal sewage) either directly or indirectly into the sewerage system under the jurisdiction of the Village shall pay a sewerage surcharge in addition to the Sewer User Charge for normal sewage if the limits for total suspended solids, CBOD and oil and grease exceed the limits established in Section 913.02(d). The charges will be calculated and adjusted monthly and are dependent upon laboratory test results conducted at the industrial user's expense.
      (2)   When any of the above parameters of water or wastes accepted by the Lowellville Waste Water Treatment Plant exceeds the daily concentration limits, the excess concentration shall be subjected to a surcharge.
      (3)   The surcharge fees for Total Suspended Solids, CBOD and Oil & Grease are as follows:
   
         Total Suspended Solids - $ 0.25 per pound
         CBOD - $ 0.25 per pound
         Oil & Grease - $ 0.25 per pound
      (4)   Monthly surcharge costs will be determined by utilizing the following equations:
         
         (Avg. Daily Flow) x (#of days in month)= Total Flow in MGD
         
         (Total Flow) x (8.34) x (Reported parameter in mg/1 - Daily Limit of parameter in mg/1) = Lbs of parameter subject to surcharging.
         (Lbs of parameter subject to surcharge) x (Surcharge amount)= Total monthly surcharge.
