The Firemen's Dependents Fund Board shall consist of five members chosen as follows:
(a) Two members elected by the volunteer firemen of the Village;
(b) Two members elected by Council;
(c) One member elected by the Board members elected in subsections (1) and (2) hereof. Such member must be an elector of the Village and must not be a public employee, nor may he be a member of Council or of the Fire Department.
